I don't think this cartoon was targeted toward children, however it probably sent a strong message out the working class about the disadvantages they would have in a Communist society.
Yeah based on comic I think that the author was definitely trying to send out a strong message of the disadvantages for the working class in a communist society.
I think people that saw this would definitely be influenced into hating communism no matter if it is entirely accurate or not, which is where people like McCarthy came from.
I think this picture serves a great example on society's effective attempt to tranfer their fears to little children.

DeleteLife in Russia looks pretty dreadful and I think this message was very effective in putting a fear of living in Russia into citizens.
