The picture here is pretty much self explanatory but it depicts an iceberg as communism and all the countries that were communist in the cold war era. The USA and Uncle Sam are the titanic which are "supposed" to hit it.
It could be interpretted differently to some people. The way I interpretted it was that all those countries were actually communist and the color red was associated with communism.
The red could also represent how bloody and cruel this nations were accused of being of.
